SWAJALDHARA
INTRODUCTION
:-
Ø Reforms in rural drinking water supply sector include community participation launched in 1999 in the form of sector Reforms.
Ø After 3 years when Sector Reforms were initiated, the then Hon’ble Prime Minister launched SWAJALDHARA on 25.12.2003.
Ø Swajaldhara have two streams :
(i) Swajaldhara I – Where Gram panchayats are the lowest implementing agency.
(ii) Swajaldhara II – The District is the unit for implementation.
Ø Demand – Demand driven approach replaces the supply driven approach ensuring public participation.
Ø Peoples participation in the choice of drinking water scheme, planning.
Ø Ownership of drinking water assets will be with the village community.
Ø The village community have the powers to plan, implement, operate, maintain and manage all water supply and sanitation schemes.
Ø Partial capital cost sharing either in cash or kind including labour or both, 100% responsibility of operation and maintenance by users.
Ø Village community should ensure sustained drinking water supply by taking up conservation measures through rain water harvesting and ground water recharge systems.
Ø The selected village community should bear 10% of the estimated cost of the project and government of India will be 90% of the capital cost.
Ø Other contribution from MPLADS/MLACDS which are Government programmes is prohibited.
Ø State Water & Sanitation Mission (SWSM) at State Level.
Ø District Water & Sanitation Mission (DWSM) at District Level.
Ø Village Water and Sanitation Committee (VWSC) at village level will be the implementing agency.
Ø NGOs involvement through transparent selection
Ø Women’s participation of at least 1/3 of VWSC.
q Project preparation.
q Start up phase.
q Sensitization and Identification phase.
q Training.
q Scheme / System Planning.
q Implementation & Commissioning.
q Monitoring & Evaluation.
ü Insure quality of construction by providing technical support to VWSC by the District Committee i.e. District Water & Sanitation Committee (DWSC).
ü Team experts to insists once in a quarter to inspect work and report to DWSC.
ü The SWSM would also conduct random inspections.
ü Inspections reports by agencies independent of the Field Engineers.
v Excluding 10% of Community contribution 90% of the estimated costs of Swajaldhara projects will be borne by Government of India.
v Under Swajaldhara I funds will be released in two equal instalments
v Under Swajaldhara II funds will be released in 4 instalments i.e. 20:40:30:10% of total costs of project.
v Separate bank accounts to be maintained by SWSM / DWSM / VWSC.
